The story

Phantom Liberty is a spy-thriller expansion for the open-world action RPG Cyberpunk 2077. The narrative centers on the aftermath of the President of the New United States of America's orbital shuttle being shot down over Dogtown, one of Night City’s most dangerous districts. Players control V, a mercenary tasked with navigating a complex web of espionage and political intrigue. The expansion introduces Dogtown, a heavily militarized, autonomous zone ruled by a strict and authoritarian leader. With support from NUSA sleeper agent Solomon Reed (voiced by Idris Elba) and returning character Johnny Silverhand (voiced by Keanu Reeves), players engage in a story involving shifting alliances and covert operations. Designed for next-generation hardware, Phantom Liberty features new gameplay mechanics, side activities, and a main storyline centered on themes of power, trust, and survival.

What it’s like

Hard neon over wet asphalt gives way to a dustier, colder palette in Dogtown, where sun-bleached concrete, sodium-orange floodlights and military checkpoints make the streets feel under siege. Sound does a lot of the work: a tense, pulsing synth score drops out for muffled radio chatter, distant sirens and the hum of surveillance drones, and the game's combat has a heavy, punchy weight in the hands. The mood is taut, paranoid and cool-headed, a spy thriller where a conversation can matter as much as a firefight. Pacing alternates between slow, watchful stretches of sneaking and talking and sudden bursts of action that leave you breathless. Its people are guarded operators and wary partners slowly deciding who to trust, with a playful, wry undercurrent from its returning characters. Violence is frequent and blunt, with gunfights, explosions and bloody takedowns, and some strong language and adult themes; it is not gentle and lands with real impact. It suits late-night play with headphones on and people who want a moody, morally grey political thriller with a cyberpunk edge and plenty of action.
